Dartmouth College has a policy whereby fees could be applied after assisting a
user with a reference question for fifteen minutes. Dartmouth is a private
institution in a rural setting and is quite generous in letting the community
use the library. Most librarians decide if they want to make an exception in
helping someone beyond the fifteen minutes, but the policy is in place "just in
case."
