I'd recommend Persee.fr. I read about it in Mary Beard's blog and tried a few searches that yielded good articles from French and Belgian journals.

Subject: [ARLIS-L] European equivalent of JSTOR
An art history scholar here recently asked me if there was a European equivalent to JSTOR wanting more access to full-text non-English journal articles.
She pointed out Casalini Libri, who is spinning off into full-text to journals and books http://www.torrossa.it/
I offered to scope out the landscape for similar resources. I would appreciate knowing about other resources you know about or would recommend and/or if there is actually anything that comes close to a European JSTOR equivalent.
