I can't explain the 8 650s, but there are guidelines for using --Private collections in the LC Subject Headings Manual. H 1427, 1., b. and H 1250, 1., h., apply:
H 1427
b. –Private collections. Use the subdivision –Private collections as a free-floating subdivision under headings for kinds of objects collected (except for natural objects or musical instruments and associated equipment, under which the subdivision –Catalogs and collections is used).
H 1250
h. Ownership. If the art is permanently housed in or owned by a particular institution, assign a heading for the institution. If the art belongs to a collection named in the work, assign a heading for the collection. For more specific instructions concerning headings for private collections, see H 1427.
In Classification Web, we see it can be subdivided geographically. There is also a scope note:
Use as a topical subdivision under types of objects, including art and antiquities and excluding natural objects and musical instruments, for works on privately owned collections.

Subject: SH subdivision q
Dear CW,
I have to ask a q that will probably make experienced catalogers roll their eyes. Before me is Vermeule's Greek and Roman sculpture in America : masterpieces in public collections in the United States and Canada. My record (LC) & at least one other for this book have no fewer than 8 650 0s, all of which have the subdivision PRIVATE COLLECTIONS. What is the rationale here? Is there some point in AACR2 I'm unaware of?
