I think we need some clarification of your question. You say that some of
the curators think that "photography taken by oil painters or 'regular'
folks" should go in the archives rather than the collections. I would say
that probably most museums put "art photography" (i.e., photographs taken by
artists that are intended as art works) with the collections; however, it is
possible that you have "snapshots" or family pictures taken by an art
photographer that would not necessarily be appropriate for the "permanent
collection." Some of the decisions about this might be subjective, but they
should probably be made by the curators who are in charge of collections.
Of course, if there are photographs of any kind that the curators think
should be part of the official museum permanent collection, they should be
accessioned into the collection database.
If you had a kind of database that would allow "auxiliary collections" to be
included in the collections database, that would probably take care of the
problem, but I don't think most collections management databases provide for
this kind of supplementary material. Some kind of linkage from the archives
database to the collections database would, of course, be ideal.

Our Registrar's office maintains all of the art objects in the museum's
collection. That includes all works on paper, including artistic
photography.

The question is, If you are in a museum how many archives have "art"
photography in the archival collections versus a separate management art and
collection storage for three dimensional works of art?
I define art photography as someone like Ansel Adams.
