I believe some federal agencies in D.C. began outsourcing library service
starting in the 1970s or 1980s. That is, people who work in those
libraries are not federal employees, but are XYZ Corp. employees. The XYZ
Corp. is paid a contractual amount and supplies all library services on
the premises.
