The use of "A4" comes from Table N6 in the N schedule. The caption says "Reproductions (Collections). By date. Including exhibition catalogs." This is for the second cutter when the artist is the first cutter. LC uses A4 for almost all exhibition catalogs even if they are not mostly reproductions and regardless of the main entry. I rather think they overuse it but using A4 does give you a nice chronological arrangement on the shelf of materials at the beginning of an artist's books.
My practice has often been to cutter for the main entry if it's other than the artist but I've had trouble trying to teach this little practice to others. Good ol' cataloger judgment.
