Joan,
From the "about" page on the LCSH weekly lists --
http://www.loc.gov/catdir/cpso/wlsabt.html
Weekly lists of new and changed subject headings are posted on the
Cataloging Policy and Support Office web site as they are approved.
Changes to existing headings are indicated by an asterisk. (A)
indicates proposals that were approved before the editorial meeting.
(C) indicates proposals submitted by cooperating libraries. Diacritics
and most special characters are not displayed. The summary of decisions
made at weekly editorial meetings (when applicable) is included at the
end of each weekly list. There are generally fifty-one weekly lists
each year, with no list published for the final week of December.
That is, as Ross said, the weekly list includes both new and revised
headings.
There is an attempt to give scope to "Art, Primitive" on the authority
record and it is not to be divided by place. There are a few
occurrences in the LC database, and probably in most of our catalogs
too.
