Perhaps the percentage per student is being lowered these days. Far fewer
students are actually in libraries, probably because they are accessing a
great deal of material on the Web (everything IS on the web, right? ;-)
No doubt a higher percentage of of science material is available
electronically compared to arts and humanities, so art libraries have to
make allowances for more people being in the building (not to mention huge
art books requiring a lot of table space just to open them).
