I believe John Cotton Dana was instrumental in starting the The Newark
Museum during his tenure at the Newark Public Library.

What goes around comes around. The institution now known as the Modern
Art Museum of Fort Worth started out as a public library and art
association. The institutional history is outlined at

I've heard of other instances where the museum started out as an
adjunct activity of the public library. Or parallel development. Many
years ago, I visited the Pember Library and Museum in Granville, New
York -- http://pember.sals.edu/ and http://www.pembermuseum.com/ -- and
that's rather how I picture the early days of the Fort Worth Art
Association.
