I haven't looked at this record myself in the Authority File, but if you
look at the Fixed Fields and check the code under "Name" (008/32) this will
tell you if the name is a differentiated name or undifferentiated name: a
for differentiated personal name and b for undifferentiated personal
name. It could be that no one was able to differentiate the two people and
so the same name heading is used for both. If you have further information
that could help establish the difference between the two people, then you
can contact LC or a NACO member to get this changed.
That's my best guess. I'm fairly new in dealing with authorities, so I
could be missing something else. Anyone else?
