Whether joke or art (or both, as is presently so often the case with each and both having been absorbed into the Entertainment Industry--for 15 minutes or more), this joker/artist would/should have sought permission to reproduce the original. Then there's the issue of the taking of money for this borrowed work, if that is in fact the situation.
Unless, the original author and the mystery protagonist are...(?)
P.S; One part of the definition of "plagiarize" is, "use (a created production) without crediting the source." [Merriam-Webster's Collegiate Dictionary, 10th ed.]
