Michelle,
You're right that the note under "$v Art" in SCM:SH H1095 allows its use under [topic]--[subdivision] but that's for [topic] as depicted in art. For appraisal of art, I think the art would come first with appraisal as a subdivision. In LCSH, appraisal is worded as "Valuation" so I think your heading for the act of appraising art should be "Art -- Valuation [May Subd Geog]."
When I did a subject keyword search in LC's database on art and valuation, I got only 6 hits with headings like:
Art objects -- Valuation -- Italy
Art, American -- Valuation -- Computer network resources.
It's hard to believe there isn't more on this in LC's database, though there is quite a bit on "Art -- Prices ..." which is the result of all that valuation.
"Appraisers" would be the LCSH term for the class of person but not the act.
