Agenda
Introductions of Committee Members (15 min)
Summaries of last year's activities by the Chairs
ARLIS PP (Barbara)
VRA IPR (Maryly)
NINCH (Kathe)
Procedural Issues (5 min).
Because we have a joint business meeting, we will try to collaborate
whenever appropriate, useful, and expeditious. Certain agenda items are
more appropriate for one organization than another. Time has been divided
to give each committee in turn time for its own business
PP-IPR collaboration (10 min) (Barbara/James)
Should we collaborate in general and on the items below in particular,
especially on the communication items,
Newsletter column (10 min) (Maryly)
IPR has a commitment to produce a quarterly column for the VRA Bulletin.
PP has considered writing a regular column in ARLIS/NA. Should we
collaborate/coordinate? Or just share ideas? Maryly has asked Robert Baron
to write a column on CAA CIP or something of his choice. Other topics and
writing responsibilities to be assigned today. Possible topics: UCITA
Update; Boucher; Guggenheim Bilbao; What does the Ditto.com appeal mean;
WIPO-WIPout essay contests. Other?
IPR copyright tutorial on web (10 min) (IPR-Maryly)
What should be included: which cases? which books? which articles? etc.
Who will do each part?
PP website - (10 min) (James)
Launched in draft form last Spring. Review and suggestions for updates.
Should we develop the Censorship section?
Is Intellectual Property section sufficiently distinguished from Copyright?
Recommendations for newer links (articles, judicial decisions, etc)?
Annotations?
Books and other non-web materials?
· Progressive Librarians Guild (10 min) (Vanessa)
PP member Vanessa Kam proposes starting a PLG within or affiliated with
ARLIS. Check out: http://www.libr.org/PL/. They do a lot of work in public
policy and I am sure there is some IPR overlap as well.
Ongoing and new intellectual property issues: (all lead discussion)
UCITA & Affect (10min) (both)
ARLIS PP membership to be continued? Cost?
Should VRA IPR recommend that it support?
Need for a UCITA monitor in each organization or each region of U.S. to
notify us of actions?
Supreme Court agreeing to hear Eldred v. Ashcroft. (5 min) (Both)
I assume we will have an opportunity fairly soon to sign on with various
briefs being submitted, eg by the DFC. See article at
http://www.nytimes.com/2002/02/20/national/20RIGH.html
Rep. Rick Boucher's proposed new fair use agenda. (5 min) (Both)
He has written and spoken recently supporting continuing fair use under
DMCA. See his article "Time to rewrite the DMCA" from Cnet News January 29
at http://news.com.com/2010-1078-825335.html; see also the report in the
March 1 issue of Library Journal (News, p. 17-18).
There does not seem to be any new legislation listed in Thomas, besides
his "Twenty-First Century Distance Learning Enhancement Act" introduced
last summer. Maryly has contacted his office. How to monitor? (ALA-WON?)
NINCH statement (5 min) (both)
Review of DLF Membership (5 min) (both)
Cost? Is it worth it to continue membership
Guggenheim Bilbao trademark problem (5 min) (Both)
PP discussed in late 2000, but has not investigated further. Have any
slide collections had trouble with this?
Session proposals for the 2003 conference(s) (10 min) (both)
