IRS Publication 561 - Determining the Value of Donated Property has a
statement in it somewhere that a non-profit institution may not place a
value on an item they might possibly receive as a donation.

I am writing up a new collection development policy, and I want to be
prepared for the inevitable challenge I will receive to my statement that
it's against IRS regs for us to assign value to a gift. Evans
("Developing Library and Information Center Collections") doesn't cite a
specific regulation. Does anyone know what it is, or where I can find
it? I looked at the IRS website for regs, but nothing looked particularly
helpful or pertinent.
